Best I can tell it had 3 strips of scotch tape holding the roll together or in the open tube with the toned areas exposed.

It does look raised in the photo, but is a hit from another coin

I am not familiar with that as tab toning.

That is not tab toning. The term refers to a toning pattern that forms on some commemorative half dollars because they were stored for a long period in their original issue holders. I don't care for most tab toned coins so I don't own any, but here is a picture of a Delaware commemorative half dollar issue holder that would have put tab toning on the coins that were stored it for a while. The toning forms where the solid cardboard is located.
