Yup. There is a difference---a magazine has a spring and a follower while a clip has neither.

Let's just say that there's a northern california and a southern california, and there's a whole lot of people who wouldn't mind drawing a line right above the bay area and breaking away to form a new state called Norcal. I am from Norcal. This picture would definitely be legal in Norcal.
You'd be surprised what used to be "legal" in California that people still have in their safes.
