I don't think that's the case. If you click on the American eagle link on the mints website that disclaimer is right there and once you click on say the proof silver eagle link it's not on that page. I have a feeling once they provide the link with the price and everything that disclaimer won't be there. IMO
Assuming that the timeframe remains intact I like the idea. Produce to demand, but you only have X amount of days to actually demand it - after that the secondary market takes over. It speaks directly to those who felt slighted by the recent 25th anniversary release and also directly to those who want a more limited (albeit modern) product.
When I took the mint survey, I said something similar. I prefer lower mintage period. But if we must mint more, then at least lets reduce the amount of time to do so. JMO.

Actually the mintage period is not limited....just the ordering period. They will mint to demand and fill all orders received during the one month period

There is still a mintage period limit. It ends 12/31/2012. Of course it's hard to imagine them not being able to fill a few million orders if necessary.
