Why would PCGS plus and CAC sticker copper with carbon flecks?

I was noticing some upcoming lots from CSNS that are plussed, stickered or both that had carbon spots/flecks....
Minor perhaps, but I wonder why these uber designations are given on such coins?
Should it be overlooked?
I would not pay premiums for such coins.....and if I was interested I in fact would discount my offer/bid.

I could see lower MS graded coins with CAC stickers and the + even with carbon flecks...........

I could see MS64 or less with some flecks getting both.

...buy the slab (and stickers) not the coin.

Did he mean that a solid 64 would never + if it had spots? Why couldn't it be a 63+?
