The Christmas rack packs which have been discussed here multiple times in the past were sold by a 3rd party vender meaning that they are NOT a licensed Topps product and were most likely reopened from original packs back in the day and then re-inserted with a Christmas tag on top. In other words, they've already been looked through and someone could have cherry picked all the good ones and inserted mostly commons.

or put one together, throw a mantle on the front and consign it to a ebay seller who will get you big bucks... people do that too.
