Aesthetically: 1984 - The Mattingly RC is still one of the best looking RCs ever, IMO.
Honorable Mention: 1987 - Yes, I actually like the woody, 1962ish look. And the rainbow future stars logo looked AWESOME on these cards. The Canseco, Bo Jackson, and McGwire cards were the bees knees in this set.
Nostalgically: 1989 - The year I started collecting. I have no idea how many of these packs I bought, mostly for this card:

I always liked the 1983s due to the double pictures on the front.
Also, I think the coolest looking Topps cards from the 1980s are the 1989 Topps American Mini cards that were sold in the UK. The red, white, and blue borders are classic and the production was much more limited than other 1980s cards.
