MS69-MS70 - Does metal flow matter?

When grading proof coins, do the very light metal flow lines toward the rims impact the overall grade? These flow lines are particularly evident on proofs from the 50's and 60's and I wonder if that is one of the primary reason there no MS70s?

Edited to add: Speaking of grading 1950's Proofs - I don't normally see those in P6 69, and 70.

I wouldn't want to see metal flow even on MS-68.

I agree. If planchet quality matters (e.g., a lamination being the reason for a lower grade), then metal flow should matter as it reflects the quality of the dies used to produce a coin. Late die state coins usually do not have the eye appeal of coins produced when the dies were fresher.
