I agree with what OPA said. For example, I think that this ebay seller has a Chattanooga Coca-Cola silver art bar selling for a crazy BIN price of $147. A lot of the common-minted stuff that I saw had BIN prices of $79 to $97 when I last looked. That might have changed. Some of those bars have been re-listed several times at the exact same BIN price. The ebay marketplace ultimately determines if a BIN on a silver art bar is too high or not and it seems that in this ebay seller's case, the ebay marketplace has spoken.
DISCLAIMER: I am NOT a '70's silver art bar expert but I try my best to play one on the Internet.
This ebay seller has been discussed here many times. He is ridciulously priced. I have had several email discussions with him, and he fully backs up his believe of these bars being priced coreectly. A lot of the bars I can buy for a touch above melt around here.
Just another case of someone putting the word "rare" or "hard to find" and jacking the price. It seems to happen on here as well too often lately.
I will pay a premium for a actual rare or hard to find bar. But it seems everything this guy has is rare!
Why wouldn't you do the same? With e-bay having that 50 listing free promotion with free BIN, you can set a high start price with a high BIN. If it sells, you're in the money. If it doesn't, then it didn't cost you a dang thing. Smart on his part I think.

First of all, if you have a store, you do not qualify for any free listings. Second...he has 15,000+ items listed.

He is just taking advantage of the stupid buyers on Ebay. Look at his feedback. He has recently sold a Morgan dollar for $70, a Franklin Half for $22, a Peace Dollar for $50, and a 1 ounce silver art bar for $50. Amazing how stupid some buyers are.
I didn't see the art bar in question, but there are probably at least a hundred or more art bars that I would spend $50 right now. Some of the rarer ones cost multiples of that.
