Can someone tell me what's going on with this obverse rim on this coin?? What type of error or issue is this called?? Thanks for the input!!

Sure looks that way to me as well. If it were a striking error I would have expected some evidence on the reverse.

It's at PCGS currently. And no I wasn't speaking of the toning. Look at the inner rim closely. It's some sort of error!! Just don't now what it's called!! Still looking for help....
