Newbie shipping question re an eBay sale to a 0 FB please

Still very much a newbie but have been learning a lot from all the great posts and folks on these boards.
I just sold a set of ATBs on eBay and the buyer has zero feedback.
The address to ship to is a PO Box.
Should I be concerned or take some type of precautions?
His email address thru Paypay is in WA state but the PO Box is in CA( I think from the CA city however he may be in the military).
Any help or suggestions are appreciated.
I am planning on shipping via USPS priority box with delivery confirmation.

    Only ship to the CONFIRMED address on the paypal account and use Signature confirmaton. Otherwise, you'll be screwed as far as paypal is concerned if the buyer claims non- receipt.

    At least with zero feedback you know it's not a hijacked account. All ebayers start with zero, but yes it does send up a flag.

    Look at the details page in paypal and make sure it says "OK to ship" and the seller protection says "eligible." Make sure you use a shipping service with signature confirmation.

    I would suggest you ship registered mail in a flat rate priority box. Mailing fee will actually be cheaper and since registered takes 7-14 days to get there you will have at least a week to see if he reverses his payment. If he does so before delivery have the post office recall the package in transit and return it to you.

    If you go registered, you don't nee to purchase seperate signature confirmation. Tell the postal clerk you want to purchase "electronic return receipt" when you ship the package. Its cheaper than signature confirmation, requires no form to be filled out and provides on-line proof of delivery as well as a PDF showing signature and address of person signing for shipment. Paypal and ebay recognize electronic return receipt as signature confirmation because they are able to view it on line (same as they can with "signature confrmation") if a dispute were to develop.

    When you hand the package to the postal clerk just say "registered, flat rate with electronic return receipt."

    On the email I received from eBay it lists the buyer's shipping address as WA state.
    When I check my Paypal account it lists his same name under "Seller Protection Address" as the PO Box in CA.

    does details page also say OK to ship? Yes you can get a signature at a PO box. there is a difference between a "PO box" and a "Box." "Box" is not at a post office, it is at a mail drop location and is often used by scammers. Also I don't believe you can get signature at a "box" because location is not staffed by postal employees.

    My advice would be to call paypal and discuss your concerns with the rep. If the rep tells you anything different than what your details page says or what paypal protection rules say, have that rep put it in an email to you. I did this once and that email was my lifesaver in a $2800 chargeback by a buyer. 1-888-221-1161

    It is a PO Box.
    I will call Paypal, thank you.
    So, it looks like OK toship to the POBox in CA as listed on Paypal details page in my account rather than to theWA state address listed as the shipping address in the eBay email I received after the sale?
    How do I guarantee stuff like the buyer claiming an empty box or box of rocks?

    You are required to ship to the address on the same paypal details page that says OK TO SHIP and ELIGIBLE.

    This ebay message you received with a different address - was it from the buyer requesting you to use the different address? If so, that is a very big red flag and something you need to discuss with paypal.

    Ebay does not send a seller a message when an item sells. You can see the buyers name and address in ebay if you click on the drop down "View order details."

    The eBay email was from eBay saying "Congratulations your item sold..."
    It was not from the buyer thru eBay.
    It listed buyers shipping address as WA state.

    I forgot about the automated message from ebay telling you it sold, forgot there was an address on it. That address should match the one you see when you click on "view order details" in the drop down menu in ebay.

    I have sold to people who use a relatives paypal account, especially if the ebayer is new. You might message the buyer and let him know you will be shipping to the different paypal address as required by paypal. There is always the possibility that he moved, opened his ebay account at the new address and forgot to change his paypal address. If this is the case you are still required to ship to the paypal address. If he needs to correct, do not ship until he does, just make sure your details pages updates to a chaged address,

    For all paypal transactions the paypal detail page for the transaction is judge, jury and executioner in a dispute.

    Seller also could have forgotten to change his eBay address...not that unusual. If PayPal said ok to ship it's ok...If the sale was for under $250 don't waste your money with Signature Confirmation or expensive mailing services. Just make sure it's mailed in a timely manner with Delivery Confirmation & mail only to the address that pops up vial eBay or PayPal shipping label.

    eBay does notify the seller of the results of the auction by email.
