No the question is false- they use Lincolns like any other piece of coinage. There is no rounding up or down.
At AAFES in Europe, they did not use cents. There was no harm done.
You think they are costly to produce, try adding the cost of shipping them to Europe.
As for "PX" (Army Term) prices, they are OK and will price match, plus no sales tax. I can often get what I am looking for cheaper off base (or have them price match if worth driving 15 miles for it...)
If the economy has to be saddled with pennies then the military should have to use them as well.
They don't use coin in a combat zone anyway so there is no justification for not making the PROPER change.
The rest of the world should do this.

When I was attending training at Keesler AFB, Mississippi in the early 70's we normally got paid by a check in our mailbox. One pay day we had to go through a payline and they paid us in cash (this was the Air Force). We had to take $5 of our pay in Ike dollars so they handed out a whole lot of Ike's that day. It also wasn't unusual for them to call a pay line and pay us partially in $2s and Ikes none of which were welcome off base (or on base for that matter). My first stop was always at the bank to deposit that stuff in my savings account.
Though out my career of 23 years of which 15 years was overseas I never did see the cent coin in commerce. So, yes they round things up or down but only on the total of your transaction, not on each item.
