For those that say no, why wouldn't you pay a small premium for a black NGC first generation slab or a PCGS Regency slab when you could resell it for a nice profit?

Or, even if the collector never sold a coin I can't imagine he would pass up purchasing a black core NGC slab if the premium was only slight.

I don't think you would accept such offer without some disclosure to the seller? I actually think you would let the owner know he could flip it himself at a large premium? You have a reputation here for being quite ethical, even when we are in non-agreement! LOL.
