I personnally wouldn't worry about a spot of tarnish on a silver bullion bar but if it bothers you, use some tarnex and a q-tip to remove it.

I'm usually a fan of toning, but that little blip just seems out of place. I rarely use anything to clean up coins, wasn't sure if I should try on a bar that has a nice ~prooflike finish.

I doubt if you'll hurt the value of that bar if you remove that spot with tarnex or some other dip but there may be a milky/cloudy area where the tarnish ate into the mirrored surface. Don't forget that this is a silver bar that's essentially worth bullion value.

This is the very first generation of Engelhard 1 oz. silver bar. Very rare.
