When does NT turn to AT?

I recently submitted these coins .The center coin is very common
wheat cent 1937 But it has a great surface and even better toning
its a purple monster. Its dripping in luster and cartwheels and is a pretty good strike to boot. I pulled this cent out of my wifes grandmothers estate from a period bank envelope along with four
crisp 1935 silver certificates. Well I got my grades and they
gave my 1937 a genuine 91.? This coin has never been cleaned or re-colored so what makes a NT coin a AT coin??

Give the laziest man the toughest job and he will find the easiest way to get it done.

Seriously, graders have no idea about a coin's history. They have to make a call. I'm sure they guess wrong often.
Looks very nice. I'd buy it. How much?

I realize that they do not know the history but
the coin speaks for its self.
What makes a probable NT become an AT in the minds of graders? Financial liability.

Your statement is correct ricko but I am looking for the bigger answer
I want to know what the question mark was so I don't waste my time and money again. Than again is it totally subjective and
just a matter of the individual grader having a issue with toning?
I am lucky that I have no money in the coin and used a discounted
grading special so the harm to me is minimal its next time
that I am wondering about?

I think at some time PCGS is going to have to think about how many next times they are canceling at some point.
you were able to send in the holder that toned the coin (not sure how you do that) they
might have reconsidered. I am sure that the graders called it "Questionable Toning"
instead of "Artificial Toning" since these colors are really hard to prove, but either way a
really pretty coin received no justice. Too bad, but it happens to the best of us.
