I would also guess Sheldon's Obverse 19 which is shared with S-43 and S-44 and since no obvious die-crack across the 1 and 7 which I think is characteristic of S-44; I would guess S-43 also.
Funny thing is according to Sheldon the Reverse R (S-43) is the Weak OF reverse with the top of the "O" scarcely visible even on EF coins and on the coin pictured it seems the "O" is the only discernible letter.
