E-Bay Scheme

Today I saw a neat deal on E-Bay and wonder how long they will let the user get away with it. For explanation sake lets say silver is at 37.00 an ouce.Seller was charging 36.00 for shipping and most auctions were going for 2.50 to 3.00. That way he pays the 8% on the 3 bucks.....
I wish i would have thought of that. Will they keep letting him get away with that??? Is he breaking any ebay rules????

The complaints seemingly go into a black hole and the seller's practice continues.
I've given up reporting them as a stand-alone report. I'll mention it if I'm reporting something else.
keyword spamming, wrong category (except for copy and replica coins).
Those and fee avoidance all seem to go nowhere.
