None of the various collectors' issue baseball (also football, hockey, basketball) cards that we did in Baseball Cards magazine and other Krause sports collectors' titles from 1984-1993 were "licensed" by either the leagues, the unions or the players.
It was our contention that the pages on which these cards were printed were an integral part of the magazines in which they were published, and thus protected as fair editorial use.
All of the baseball player cards we did back then -- 742 baseball, not counting the other sports -- are listed on Pages 528-530 and 1143-1144 of the 2011 Standard Catalog of Baseball Cards.
