I don't think I ever saw them ever reduce the commemorative silver and gold prices no matter what gold or silver was doing. These prices are set no matter what PM prices are I believe. I just can't make the commitment of $449.
I haven't seen the design, but there is already a medal, or ribbon to honor these heros. The ribbon is blue with white stars and the one person I have known who lived to wear his would have pooh-poohed a coin in his memory. IMHO, when you commemorate everything you cheapen the act.
