So, what's the story with those 2011 Canadian $20 silver coins?

I just heard about them from an e-mail offering them for presale at something like $32. I went to the RCM website and they look like 8.something grams of silver for $20 canadian, but they aren't going to sell them to us United States people and only something like 1 in 175 Canadians can get them because of low mintage. I also noticed they are limiting the amount to be sold to 3 per Canadian household.
What's with these coins? Are they meant to be circulating legal tender or some kind of moneymaking commemorative? You think these will be desired for collectors or silver stackers? Worth more than $20 Canadian? Worth more than $32 US?

Luckily I have a friend in Canada, so I bought them directly from the Mint and had them shipped to him. The RCM doesn't even charge the shipping!
They are pretty nice and made with silver 9999. Worse comes worst, I can spend them on my next trip to Canada!
