It is a proof coin, but I think it would get the Genuine for Cleaned. If they let it slip through I say 64 at best based on the odd surface. At first glance it looks better, but a few seconds, it looks odd.

looks proof (at first), but the picture makes it look like it might be a polished business strike (micro bumps on the surface, weak areas, etc)
