It can be anywhere from au58 to ms65.

Well then I say they gave it a MS62. Looks like the devices have wear on them but maybe its the pic?
The actual coin is more attracive in hand in terms of a nice blue surfaces. The marks on the coin are still fairly obvious as the grade.
I would say one should just assume the coin to be a bit more a deep blue (rather attractive) The marks are what they are but none of the chatter in the recent Stacks sale coin. (right obverse fields)

See no apparent wear on the knees, upper arm, head, breasts, star points, etc. Better struck than the MS65 shown on another thread. That right obv field toning pattern seems to indicate a bunch of chatter and slightly broken up luster under that toning. Just a guess though.
About the only way I can "grade" the coin is looking at the rims and they don't look chopped up, smooth or beveled out as one would see on a circ coin. They appear rough which is good.

It is, however, the nicest Orpan Annie dime I've ever seen, by a wide margin.
I'm going to speculate that this date is somewhat overrated in the lower circ grades, but I bet it is darn scarce in the upper grades.
<< <i>I'm going to say MS63. >>
And we have a winner, PCGS MS63 CAC
I finding it intersting how off so many people were on this one. The photo's were Heritage auctions.
IMO this is a nice coin that the MS65 NGC in eye appeal and surface marks, not that is better than a 63 but a coin worth every cent it cost.
