Does this happen often with Memorial Cents....

I purchased awhile ago a complete set of BU Memorial cents and two of them has excessive 'bubbling' on the surfaces.
Is this fairly common?
Maybe due to rusted dies?

...i was assuming it looked this way at the time it was packaged. which wouldn't surprise me judging by my
own experiences.

ill agree with that. the mint didnt get its act together till 90 something on them
