Both the "Uncirculated" and "Circulating" quarter sets are listed. If there is no satin finish in 2011, how will these differ?

The guys at the Mint HQ say with some authority "the uncirculated ones are the first 1,000 coins struck on new dies."

I can say that the circulated set is generally no better quality than you'd find roll searching and you'd probably discard most of them. The Mint HQ people said "they are for album fillers." The quality of the uncirculated ones is better but still on par with the annual sets where you'll find some with hits and scratches. So, don't expect perfection from them either.
