Given that you were issued and accepted a refund in 2010, this coin belongs to the 2010 seller. You have no standing on this coin.
Sorry to agree with jmlanzaf , but it is slightly possible that the seller lost the coin after creating a label and only recently found the coin in an obscure area(behind his desk for instance), but as he refunded the auction, I couldn't imagine 11 years later anything could be done. I truly wish you luck, but unless the seller wishes to make you whole I feel it is over. Great detective work though.
Jim
Even if it were stolen, only the original seller in 2010 could file a complaint.

This item is currently (as of 8/21/21) offered by a California based eBay seller. As noted above this incident ocurred 11 years ago. I knew it would resurface eventually. Stay tuned. The seller has been notified.
Just curious, what do you expect the current seller to do for you?
@thefinn said:
Had it been reported stolen? Were you reimbursed for your purchase price? If so, then there wouldn't be any recourse rather than purchasing it now.
We don't know that it was ever reported stolen. We do know that a refund (80%) was given and accepted.

IMO, We DON'T know a A LOT about this case!
As I often say, there are three sides to every story (His side, Her side, and The TRUTH)
Here's a summary of things so far - with a few extra details filled in:
icoinbiz- Original Seller on eBay back in 2010 - Username is NO longer active on eBay - https://ebay.com/usr/icoinbiz

Full time coin dealers since 1976, the Super Coin Mart specializes in modern world gold, silver, platinum, & palladium coins including Australia, China, and Mexico. We stock 600+ Colonial coins & out of print numismatic books. WE HANDLE ALL US COINS
OP purchased coin in Dec 2010 off eBay from icoinbiz icoinbiz sent a USPS Delivery Confirmation (DC) # to OP
DC never tracked within the USPS system other than indicating a DC was generated
OP accepts 80% of (we don't know the original selling/agreed upon price - OP has not provided it) sale price as compensation and then provides icoinbiz a 5 star rating (WTF!!!)
OP indicates it cost him only $25 in the end (a postal money order), which was 20% of the sale price.
20% of x = $25
x = $125
What's interesting is the profiles of both icoinbiz and thesupercoinmart
Both are in located in the Southern California area - Los Angeles.
I'm guessing this is where this coin has been floating around for the past 10+ years.
If I had to guess, I'd say with about 98% probability, that icoinbiz and thesupercoinmart are the same person.
The 1976 and Los Angeles are just too coincidental to ignore.

Consider the source. He bumps an 11 year old thread that makes ZERO sense. There is also ZERO proof it is the same coin.
So according to you, pictures of the 2010 listing and the current one, which show what’s obviously the same medal, amount to “ZERO proof”. Just out of curiosity, what WOULD amount to more than “ZERO proof” to you?
Mark Feld* of Heritage Auctions*Unless otherwise noted, my posts here represent my personal opinions.
He has a number of current listings that are questionable. He calls this one "Choice BU-weak strike" but tho it may be weakly struck it's also worn. And thoroughly cleaned, too. At a price of $510 I think I'd pass. He also wants $110 for an acid dated 1914-D. I realize a seller can ask any price he wants for a coin but this is absurd.

Well, it is patently obvious that the current seller is the original seller of the item, so either the piece was eventually found by the USPS and returned to him after he settled with the OP, or he never shipped it. That said, OP was made whole so there's no way to force a sale. It stinks for OP but I don't really know what he can do short of trying to renegotiate some sort of new deal. There's no way this very specialized item has appreciated that much in the interim though. My gut says seller's remorse and a carefully constructed bailout strategy by the seller... but I've always been something of a cynic.

Except isn't a little odd that the seller, who was a coin dealer, would renege on the original deal, keep the coin for a decade and only then try to sell it again? Where's the upside to that?

I never thought he kept it for a decade. I was thinking more along the lines of he got a better offer, sold it then got it back later perhaps in trade. Or as stated earlier perhaps it was returned by USPS after the refund was done, then he sold it for more money and got it back later.
Interestingly, this morning, I (and probably others watching) received an email from eBay that the seller had lowered the price and put an offer out there for those watching. It can be now had for $380.
Considering inflation since 2010, maybe this is back in play again for the OP

A LOST / STOLEN eBAY purchase.
Allegedly shipped by eBay member icoinbiz on or after December 4 by 1st class Priority Mail, with a Paypal generated U.S.P.S. mailing label, with delivery confirmation. The following item: 1859 N.Y. State Agricultural Society award medal, Julian AM-62. Silver, 38 mm. The images below provide any additional description necessary. I am in the process of contacting the U.S.P.S. facility where all non-deliverable, untraceable articles are held, in the hopes it may be recovered there. Any valid info can be reported to me by PM here.
I am Confused ... was it lost in 2011 ? And just showed up in ebay now?
No, it re-surfaced last year on eBay...after being a no-show (no pun intended) for many years.
The seller today, is most likely the seller back then!

Indeed. Who abandons an eBay id, sets up a new one and then, ten years later, relists a $100 medal that supposedly "went missing" years ago?
Where's Paul Harvey when you need him?
