If you look at a regular Buffalo nick, you'll see a small feather protruding out from between the large feather and the back of the Indian's head. As dies were used, some were abraded off resulting in just 2 feathers showing up.

By the way, I've have a beautiful 1913-D T1 2-feather in PCGS MS66 (looks 67) and a 1929-S 2-feather in green label PCGS MS64. Neither is attributed, but I should have some images around here somewhere.
