Really PSA?
This is the third time, today, I find cards on eBay from large submitters that keep gettig returned on my submissions as not gradable....What is going on?
I only submit about 500 cards a year but I am forced to double pay shipping, both ways, and take the chance of damage each trip to New Port Beach...

But I do find it strange this upsets anyone, and others have complained about it. PSA does not grade all cards, and will likely grade some in the future, it does not now. How is this a big thing?
Raw: Tony Gonzalez (low #'d cards, and especially 1/1's) and Steve Young.

So if PSA will grade "card A" for me and you send it in and they tell you that they will not grade it (even though they graded it for me), you are ok with that? I think that is what the OP was getting at.

I think you're missing the point.
If I read this correctly, he is upset because he subbed a card and PSA would not grade it but found the same card already graded for sale on eBay by a bulk submitter.
If that is correct, then that is not that big a deal. PSA has discontinued grading on numerous types of cards, 1984 Nestle baseball for example. They can't just go around buying up all the graded examples of brands that they don't grade any more.

I was under the impression, perhaps mistakenly, that PSA has begun grading 1984 Nestle cards again. Not only has eBay been "flooded" with them, but they've been added to many player sets recently.

You are correct. Probably a bad example. PSA used to grade them, then stopped. Now they grade them again with the "Hand Cut" designation but you get the point.

My post was not personal at you, but rather those that have made this complaint...which we have seen a dozen or so times. Not sure why you are getting so personal with me.
If you want to talk like that...then use a real card example and we can properly discuss it. Other then that, I will assume it is like a dozen other like issues. Odd-ball issues are just that...odd=ball. PSA policy is likely to change over time on certain cards...as is collectors thoughts on such cards.
And like another poster noted....if they no longer grade the card, they will remove it from the registry sets.
So again...what is the big deal?
If you have a real life example of them turning your card down, and grading 10 for 4SQ or the like the same week, then please provide it.

Now, I'm really not as pissed that mine didn't sneak by as I am that they slabbed an obvious unlicensed card. It doesn't hurt the conspiracy theory that the submitter sends twice as many cards a month than I send in a year...
This should never make the player master but if the unlicensed card gets by the grading and slabbing it will undoubtedly get by the registry people at some point.
...of course....now I have to buy it, lol.

If we can get 37 different variations of 88 Topps Stickercard to each hold a spot in the registry then these will undoubtedly get in too. Sad.

When you say you sent submitted some in the past and called them...what does past mean? It appears to me PSA relax a few months ago, like when they started redoing the Post cards. I have seen several other particle or maybe not licensed cards since then, such as a the football stop and go.
The stickercard variations from my understanding, no longer are allowed as you noted...is there are any set like that? Personally, I think they should all be included, they are all regular cards. Unlike say panel card variations.

Boo hit it with the Enquirer cards. I have submissions from multiple accounts going back many years but the current account has entries going back to 2006 with the card submitted 3-4 times in one of the 30+ orders I've sent. I wish they had the info on returned cards in the order details.
I'm sure I have the emails to Gayle Kean going back about two years when she expelained the unlicensed card issue to me.
So I think the answers to your questions are:

I submitted various times 2006-2008.

Yes, I would rather they just dropped the variations where there is the same Puckett front/back but different opposite player pictures. I want the variations where there is a different Puckett picture but not the same 15 Pucketts with 15 different players on reverse. I know, I know, that makes waaay too much sense.
..and I'm not opposed to the Enquirer cards getting slabbed as I have many cool issues that I'd like to have slabbed under the private issue service but it takes forever to get issues added and removed from the registry so I guess I'm dreading the work to correct the registry. The Puckett registry has been turned upside down over the last year or two as the number of issues has been raised from 300 to 1050, and I know the final count should be closer to 2300 after we get everything in there.

Take for example my Young collection, about 2500 different cards, stopped counting at 2000 so I dont know. There are likely 300 cards in it, PSA either will not grade, or will not let me register. I would guess, this is the same for any PC with a good sized collection. So it really dont matter to me if say, PSA does not want to grade the 1988 49ers Police or the say even 1995 Pacific Gems of the Crown (I think they will grade both). The point is...I can never have all my cards slabbed...even if I wanted to pay the $30,000 or whatever to do so.
I can somewhat understand registry concerns, or problems with the registry...but even here, pretty much all the sets, are messed up in some fashion or the other, in my opinion.
The Young basic set has cards I question being there...like starting lineup is basic? or like the 1996 Score where they dont use the normal card, but a subset card, or in the Master set, where there is a 1 of 1 weighted at like 8...hard to say they missed it..and gave it a weight of 8.
On my Marcus Allen sets I have a Pacific insert card that I have submitted 10-12 times, and it still is not part of the set. It is a die-cut helmet shaped card...maybe they think it is a real helmet or something? Who knows.
Or the Heisman set I collect, where we use the wrong cards, like Ty Detmer, we have the 1992 Stadium Club over the 1991 Pro Set. Hard to get more basic then Pro Set.
And acording to PSA...my Saberhagen 84 RC's are not his RCs.
I could go on....but I really dont see why these little things bother people. Only in the rarest case will these one or two registry issues make any difference in competition. Usually the #1 guy, is clearly the #1 guy.
I dont collect for the registry. I don't care if PSA thinks only 1985 Saberhagen's are RCs or whatever.
Edit to add, having said that, I am #1 in the registry on all my player sets, Marcus Allen, Bret Saberhagen and Steve Young. Took over the Allen set last month.
