Happened to see this when checking out the feedback on an item I was looking at. Dude actually negged a guy for requesting feedback. In retrospect, he did get it.

True but still roughly 1 out of 5 on ebay still dont bother to leave any feedback. Thats why alot of people still have to ask.
Currently collecting 1934 Butterfinger, 1969 Nabisco, 1991 Topps Desert Shield (in PSA 9 or 10), and 1990 Donruss Learning Series (in PSA 10).
As a buyer, I choose to NOT leave feeback if the seller is holding out... but that's just my choice.
Mullins5 is right, sometimes there is a reason to not leave feedback.
There have been times I wasn't overly happy about a deal on Ebay, but rather than leaving Neutral or Neg, I simply don't leave any feedback.
Feedback isn't mandatory, several "power sellers" demonstrate that on a regular basis.

Sellers should never annoy buyers. They should do their job and ship reasonably fast, package well, and leave the buyer feedback first upon receiving payment. If they do those things, the appropriate feedback will be forthcoming from the buyer, in most cases.
Also there's some buyers that never leave feedback on purpose. Because they want their purchases kept private.
Paypal would not release my funds until the buyer had given positive feedback.
There's a reason to ask for feedback, but then the buyer has the seller over a barrel so I didn't ask.

That's odd. I have never heard of that before. I doubt it's correct becuase I buyer does not have to leave feedback ever.
I would ne much more understanding about seller's asking for feedback to release funds or improve DSR feedback ratings.

Funds will usually be released - upon request of seller - 21-days past
the payment date, whether the buyer has left FB or not.
PP often requests DC/SC info before held funds are released, if the
buyer has not left FB.

I generally agree with this. I ask for feedback one time, and I do it in a way that I make it clear I don't expect it or need it--rather, I would appreciate it. Then I do everything I can to make sure that buyer is satisfied with the purchase so that I can warrant 5 star DSRs.
I don't think there's any secret here--provide a superior experience and value proposition; do right by your buyers and you'll be rewarded in terms of repeat purchases, word of mouth, and profitability.
I don't mind at all if a seller asks me to leave feedback. When he does, however, I leave feedback based on my experience not what he thinks I should give him. Sometimes it's one and the same, sometimes not.
