What do you see when you look w/10X at the orangey areas beneath WE on the obv, and under the A of HALF on the rev? Is there a kind of kaliedescope conglomeration of many different intensely colored large specks w/ sharply delineated edges ? Some in cosmic green and deep violet?

From those pics i cant say Blue is not a very uncommon color for P mint set coins but the color on this coin looks a bit to clean if you ask me. Usually a 54 and 55 toner will have some small spots/patches of brown toning that has that cruddy raised look.

I just looked over more then 100 PCGS MS 65 and better 1954-P Franklins yesterday , and divided them into 3 groups :
1) deeply toned coins
2) medium toned coins
3) end roll toned coins
About 50 of the coins , from Mint Sets , were pretty similar and uniform in colorization .
the end roll examples were obviously white on one side ,
the remaining coins covered the entire spectrum - album toned, envelope toned , etc
- none of the coins had tone that matched your coin above
NT IMHO.
