More than likely most of those "generic" silver 1-oz bars that you see going for $26-$28 on ebay are silver art bars minted from the '70's. Ebay prices between $24-$30 on ebay for '70's silver art bars are the norm. There are certain silver art bars, such as the Coca-Cola bars that were minted by the World Wide Mint in the '70's/early '80's, go for more than $30 on ebay on a regular basis. There are silver art bars that have gone for $100's of dollars on ebay. When you are dealing with "rarity" values on '70's silver art bars, then you will see almost any price on ebay. The bullion dealer might consider '70's silver art bar as generic silver which that is a good thing because you can get those silver art bars for a low premium over spot. The ebay buyer will bid whatever price to "win" that silver art bar on ebay, which is good for the person who is selling a '70's silver art bar (or any silver art bar) on ebay.
With that said, there are good deals to be had on silver art bars on ebay but those are very few and far in between. I buy most of my silver art bars from my local dealer and at coin shows because it is much cheaper than buying them on ebay. Even if I have a chance of winning the silver art bar auction on ebay, I usually get outbid near or at the end of the auction.
I guess I am a cheap silver art bar collector.
I have never seen or heard of that size bar. I do not think it is in About.AG website either.

The Engelhard cast 1/2 Kilo bar is a tough bar to find ...
$40 is not out of line if'n you " NEED " one.

Some of them are but many are modern, generic rounds going for $25+. With silver at $18, I can't figure out why people pay a 40%+ premium for this stuff.

I guess that either people 1.) Do not know that they can buy "generic" silver rounds for a lower premium over spot, 2.) They do not care that they are paying 40%+ premium because they want to collect these generic silver rounds and they want them so bad that they do not care what price they end up paying. Winning "victoriously" on ebay does not mean that a person is getting the best price.
You have people (such as myself) that are collectors that are willing to pay more over spot for silver rounds and you have stackers that just want to buy .999 generic silver rounds for the lowest premium possible.
Even though I am a collector of silver art bars, that does not necessarily mean that I want to pay a very high premium over spot silver for a silver art bar. I want to pay the lowest possible premium for a '70's silver art bar and that is why I buy most of my art bars locally at my coin dealers and at coin shows. However, there are exceptions where I will pay more (on an absolute basis over spot silver) for a 1-oz '70's silver art bar because it is hard to find and I have done enough research to know what I am getting and if I am getting a relative good deal or not. It is like anything else and that is DYODD. I am speaking as a collector when I say this.

I did a little bid of research on the closed auctions for 1 oz bars on eBay...95% do not fall in the $26 - $28 category, matter of fact over 50% sell for less than $22. Not sure where you got your info from. Yes, some silver art bars along with tough to find older bullion bars do demand a substantial premium over melt. Just like coins....some are cheap, while others are expensive.
