I'll give that a 63 only because for the most part those are luster grazes on that obverse (as opposed deeper hits or scratches) and besides that they're in all the right or expected places.
One thing I've always wondered about toning in a GSA slab, how does that happen? We've recently seen "rainbow" or so-called "monster" toning in GSA slabs. The only thing I can figure is that's how the coins looked just before they went into the slabs?
This one probably looked pretty much the same when it went in. It's in a "Silver Dollar" holder, not an "Uncirculated Silver Dollar" holder. Meaning the toning held it out of a regular holder.

Good point. At least in the minds of the government graders at the time, this one wasn't a "no brainer" (let's just call it) for an "Uncirculated Silver Dollar" holder. That of course doesn't mean it's not uncirculated. If anything, it means the "graders" weren't that sure.
I, again, see it as having no evidence of circulation wear. Pretty toning, too.
I would give at a 63 ( the toning on the reverse bumps the overall grade up one point). Stars are meaningless. ( eye appeal is subjective). Very nice coin by the way.

+1 though the coin looks to have claims to an MS63 grade from what I can see.
