SecurePlus grading Fee Structure

This is now posted on PCGS as well, so if you are a small time collector-dealer like me then you don't submit to the higher end submission tier for more expensive coins so no change at all for us....at least for now

I wonder if you can send a coin for reholder and get it for the $20 or is the reholder only for already secure plus coins?

I've been told I tolerate fools poorly...that may explain things if I have a problem with you. Current ebay items - Nothing at the moment
Added Regular service with Secure Plus at $45.00 per coin.
So my question is if the above is true, should they call the submitter and inform them that a few of their coins qualify for plusses that they will need to pay the extra $15 for each to receive those plusses?
It doesn't make sense that the graders would be troubled with what tier level they are grading on or whether is was standard or plus grading.
