Can an eBay seller limit one win per buyer per 8 days?

Sounds like some kind of a feedback building scheme to me or am I wrong?

Seems a lil' odd to me but I guess it's legit.

In My eBay, place your pointer over the Account tab, and then click the Site preferences link.
In the Buyer requirements section, click the Show link, and then click the Edit link.
On the Buyer Requirements page, select your buyer requirements. For example, you might not want to do business with buyers who:
Don't have a PayPal account
Have unpaid items recorded on their account
Are registered in countries to which you don't ship
Have reportedly violated eBay policies
Have a negative Feedback score
Are currently winning or have bought a large number of your items in the last 10 days
If you want to apply these settings to all current and future listings, select the Apply above settings to current and future listings check box.
Click the Submit button to save your requirements."
I believe the one on limiting number of purchases is for those sellers who feel they might get repeatedly scammed by a single buyer. I use the other features buy not this one, I prefer repeat buyers.

Just because I bought 1 item from a seller , can they repeatedly send me notices of there upcoming sales?

If you're receiving ebay messages, just ask them to take you off their mailing list. If they continue, report it as spam to ebay. If it's coming to your personal email, nothing ebay can do. When I get unwanted email, I just forward all of my inbox to the sender. He eventually gets the message.

They probably are not even aware of their settings. That "limiting buyer" setting is optional and seldom used by most sellers

It's supposed to limit your exposure to potential fraud from newby eBay buyers. The second parameter gives you a choice whether to enable that setting for ebayer's with 5 fb or less who have purchased from you within the last 10 days.

I didn't exploit anything. He had multiple listings of the same item with BIN. I went to one auction, hit the BIN and paid with PayPal. I went to another auction and repeated. I've received the generic automated emails thanking me for payment and that the items have shipped.
Bizarre all the way around.
It is bizarre, to say the least. Most of my comments here are "off the cuff" and are never intended for much, except entertainment, if it's not "coin based". Needless to say, it's an entertaining and peculiar situation you're in.
