Capped Bust Half Experts Needed: 1807 50/20 Half PCGS F12 - Is the 13th star tooled?

I'm posting this coin with the permission of the current owner, and we'd like to know if the 13th star has been tooled.
Every other star is worn flat, and yet the 13th star still has visible lines remaining.
Did PCGS miss it big time on this one, or is it possible to have detail left on the star in this grade?

There are 3 or 4 that look identical with flat stars and a lined 13th star.
On the higher detailed ones the 13th star also looks more detailed.
So I would conclude she is NOT tooled
What would cause just one star, specifically the 13th one, to remain outlined?

Exactly what I was thinking.
Doesn't make sense only one star is tooled.

Remember that each of the stars were individually punched into the working die at this time period. Consequently each star may have been punched more or less deeply into the die surface.
Such are the peculiarities and the charm of the early Bust Coinage!
