Those medals were patinated as part of the manufacturing process. I doubt the black stains could be removed without removing the original patination as well.
Any medal can be cleaned... should you clean it? That is the question.... likely not. Although, a quick Ezest dip might be interesting... Cheers, RickO
If you got it cheap enough, you could dip it and retone it but you have to ask yourself if it's worth the effort.

Personally, I like the look as the staining/toning gives this large medal personality and ownership of the last century.

It's an affordable AU example with issues... IMHO I'd hold out for another.

Massengill with Extra Mild Vinegar might do the trick.... if not at least it will feel completely clean and smell nice and fresh!
