Austrian "Restrikes" -- Where Did These Come From?

A few years ago, I bought a few neat-looking Austrian gold coins dated 1915. They are denominated as "one ducat". I understand that these are referred to as "restrikes", which leads me to a question. Who minted these? When and why?
The Austro-Hungarian empire collapsed after WWI, so I can't see that their government would have produced these, certainly not after 1919. And the '20's and '30's were times of economic chaos -- then WWII in the 40's. So what's the story?
Edited to add: I got these in the 1980's; I don't believe that the Chinese had gotten into the counterfeiting business then....
