Why didn't any reporter flat out ask him if he ever injected himself with steroids? He definitely stumbled over the Andro question, so I'm guessing that was one of the things he was taking.
The fact that more than 1 postive test per player could count towards the 5% seems ludicrous. These 83 and 96 numbers seem to be thrown out there to protect the superstars (like Ortiz and Pujols) from future doubt.

Don't forget that Andro was a legal, over-the-counter substance until 2004. So...anyone taking it was NOT doing anything that was illegal (in societal terms), or against MLB's rules.
