I also found a LOT of broken padlocks and metal wheels with numbers on them-- lock parts! This was in front of a beach sidewalk, by a tree. I'm guessing there are a lot of bife thefts there. Most of the padlocks looked like someone snipped them with some serious bolt cutters.
