This silver bar worth anything over spot?

Ruff Times Reagan commemorative 10 oz, semi-proof like surfaces, really nice deep relief portrait. Serial number 00410. If I had to guess I'd say it's early 1990s or even late 1980s.

Anyone know?

    This one closed on eBay 08-01 @ $164.27 w/ $2 shipping. Probably not enough of a margin to be worth trying to flip, even with the lower serial number--agree or disagree?

    It is worth more to a fan of Ronald Reagan than a collector of just silver bars. Nicely done portrait though.
