If you decide to return an auction item then there is proof that the seller has they he/she refunded your money, but what proof does the buyer have that they returned the item? I know you have the confirmation number but that doesnt prove that the item is actually in the package. So whats to stop the seller from saying that the item wasnt in the package that the buyer sent?

If you are a decent bidder, they don’t want to lose your business in the future.
The same thing could be said for any returned coin, not just auctions returns.
Is there some kind of service at the post office that will record whats actually in the package in case the buyer says they didnt receive the item in the package?
<< <i>what about if its a random seller on ebay though? Whats to stop the seller from saying that the item wasnt in the package that the seller claims has the reutrned item, and then say that the buyer is lying when they say that they did return the item?

There's no such service at the PO. Only real proof would be an unbiased witness(es) watching you place object in package at PO, and hand said package to postal clerk. Like a Jehovah's Witness, or a Catholic Priest. Good luck.
