The item that was in that eBay auction is a reproduction - it's a piece of junk. I almost got stuck with one many years ago. From what I understand they were cast at a foundry in New Jersey sometime in the 1970s.
Here is a real one mounted on green marble.
Retired dealer and avid collector of U.S. type coins, 19th century presidential campaign medalets and selected medals. Heritage has sold several of these plaques. Without going to check the archives, my memory says something in the $1000-3000 range.

That was what I was looking for, what anyone knows about repro's, copies, etc.
It's a solicitation site, and a little goofy, but it seems to have some useful images of different versions of the plaque.
