If they "NEVER" bumped cards on reviews I am assuming collectors would catch on at some point.
I think the point most people make with crack outs vs. reviews is that your already telling the grader a baseline for the card. When it's raw the grader doesn't have that prejudice.

I am curious to, although I'll bet it was a crack and resub, b/c I find it highly unlikely that PSA would bump a 9 to a 10.

Jeez, I didn't expect to see this thread bumped...
but for those that asked, it was a straight review, not a crack and resub. It was sent in its 9 holder.

The truly cynical person would argue that PSA sometimes intentionally gets it wrong the first time to encourage reviews.
