is this dime broadstruck with a clipped planchet

Hello I am new and I found this dime that appears to be broadstruck and has a clipped planchet. I also wonder if its a forgein planchet. Any ideas would be very much appreciated,

I get the rim being post mint but wouldn't the clip on both sides be different

Getting photo's in your post is easy folks.
After you upload it through Attach File(s)
Make note of the filename or copy it to the clip board
Select the little image icon (looks like a picture next to the B .. I .. U )
Paste the image name into the script prompt
Click OK
