Has A City Ever NOT Celebrated A Major Professional Sports Championship?

Unless the Lakers somehow choke away a 3-1 lead in the NBA Finals, they will be the 2008-09 NBA Champions. And, of course, the city of L.A., will celebrate. Or will they? There is an article here in the L.A. Times discussing the possibility that L.A. City officials could rain on any Laker parade given that the cost of such a parade could exceed $1 million and the city is "looking at the possibility of laying off municipal workers or forcing them to take unpaid days off to counter a budget deficit."
Honestly, I find the article quite comical because there is about a ZERO percent chance of there NOT being a parade. It's a moot point. Someone will pay the $1 million.

That's really a bummer about the LAPD officers and any others that were hurt. I watched it on the news the morning and it seemed that the problems were isolated and really only in a couple of areas. It's still inexcusable! I hope the videos of the incident will expose all of the criminals who either hurt others or contributed to the looting and vandalism. Just like every other city, it only takes a few idiots to blemish a great night or make an entire city look bad.
Then I opened the thread and realized your question was completely different. Phrasing it differently would be "Has a City whose major sport team won a championship ever made the choice to not officially and publically celebrate the championship?".
In answer to that question I have to say "not that I am aware of".
I do recall that when the Oakland Raiders lost the Superbowl to the Tampa Bay Bucs 6-7 years ago the City Of Oakland chose to not celebrate the team's return to Oakland. It was not because the team lost, it was because the team and the City were involved in yet another lawsuit filed by Al Davis.
