Buyer is 100% in the right in terms of complying with eBay policy but made one little slip that, while it DID NOT IN ANYWAY justify the canceled sale, it did contribute to the negative relationship: telling the seller that he "should" change his TOS to comply with policy--that make have been perceived as "smug" intended or not...
That said, the buyer is overall in the right and I be steamed at this seller.

1. Yes. His FB will be removed if you ask EBAY to do so.
2. I don't see how he can get the FVFs back, based on
your response to the NPB claim.
3. If you did not see his TOS before you bid, his placement
of the time-limit might have been partly at fault.

This is just another case of an EXCELLENT seller who actually thinks
he has the right to set his own TOS. He and other good sellers
should avoid EBAY, if they want to enforce their own TOS.
Anyway, appreciate your feedback, just one of those days when you need to vent. Its been above 90 degrees in Seattle for a few days, maybe that's the problem!

There is NO written EBAY policy as to when a seller can
demand payment.
The 7-day NPB-filing wait has been deemed by most of us
to have created a de facto policy of 7-days. A seller is free
to set his own TOS on the issue, and buyers who want
their merch can abide by those TOS or risk not getting

Whether he wanted immediate payment or not, you were within eBay TOS in making payment within 7 days. HOWEVER, considering that it was stated in the auction, regardless of whether it was seen by you or a legitimate TOS, the payment reminder should've prompted payment. The additional commentary and lecture is what turned this transaction sour.
Perhaps the best method in these situations is not trying to teach the seller a lesson before the transaction is completed, but following through and then once the item is received, you can further your cause through feedback and/or an "lecturing" email. Why risk ticking off a seller when they still hold the product?
Trust me, I'm as opinionated as anyone and there are things that tick me off, but if I get a good deal, I'm not going to ruffle any feathers until the deal is done. Then all bets are off . . .

Whether you agree with my actions or not I think it comes down to this:
Neither the seller nor the buyer sets the terms on a standard auction - we both agree to go on ebay and live with the fact that ebay sets the terms.
He's still emailing me with goofiness even though he said he didn't want anything else to do with me. I did leave a neg. and I'll stand by that. He sent me a retaliatory negative positive feedback, but I called ebay and to their credit they had it removed while I was talking to the rep.
And so it goes, another day in paradise...

EBAY is silent on the issue of how long a buyer has to pay.
EBAY is silent on the issue of when a seller can state that
a payment must be made.
The seller's TOS on the issue can be whatever he chooses
to make them; he simply cannot enforce them, if the buyer
decides not to abide by them after the sale is made.
But, obviously, if a seller is in soup nazi mode he can simply
refuses to complete the transaction.

For one thing, I - sometimes - hold off with payment for a day or so if I'm bidding on another item from the same seller so I can save on the shipping - nothing wrong with that IMO.

It's funny that you took the time to read and explain to him what you incorrectly think are Ebay's offical rules that govern all auctions, but you didn't bother to read the two places in the seller's description where he requested payment to be made within 24 hours. Not saying that 24 hours is reasonable, right, or wrong but those were the terms under which you purchased the item. He sent you a reminder to pay and instead of just paying it and giving the whole situation no further thought, you told him what your payment policy was, why you ignored his, and how he should run his auctions. Like you he decided to exercise his right to do whatever he pleases and gave you a cheerful refund. You replied with a cheerful negative and now have an Ebay horror story to tell your grandkids someday. Well played!
While his terms may be payment within 24 hours he can't file until 7 days for non payment.
In the early days of ebay they asked that buyers and sellers give 2 weeks each way If I remember
correctly.
In any event nothing wrong with negging this seller, if anything it will advise the next guy to pay within 24 hrs.
What bothers me is that the guy refunded the money after he requested and received payment.
Maybe he should grow a thicker skin too.

bama_sid and I obviously not friends, but ebay has sided with me and looks like they have insisted that he leave off the 24 hour payment demands in his TOS:
Item before my complaint: Item not sold before my complaint
Same item relisted: with new payment terms
Yes, I could have handled the situation better, but he earned his neg. and, at least, won't pull the same stuff he did with me with another buyer. All his other items are the same with standard 7 day payment window.
I may just send him a note letting him know how happy I am that he agrees with me about following ebay policy
started.

Lastly I would think such an idiot would know when a remark is serious and when it is not

Obviously. I should really pay more attention to my BBL and who's buying my stuff. Funny enough, I could care less about the neg and I sent him another nasty message. I think that is what MANY folks do.
Don't sweat it, I could care less about the neg. I have a hard time believing the difference between 100% and 99.7% feedback would ever end up costing me any money. Even so, if I never sold another card on ebay my life would still end up ok.
