Anyone know who makes the new wrapper on this 2009 Lincoln cent roll?

New item on ebay. New Lincoln cent packaged in different looking rolls. I don't know if this guy is breaking any rules regarding pre-sales.
Does anyone know anything about the new look? Thanks in advance.

They look home grown, but I like them.
I like the guy's responses to the questions:
Q: are these pennys ready to be shipped or would have to wait. thank you jeff Feb-19-09
A: READ THE LISTING JEFF!!
Q: Are the next 3 sets going to be the same price and if I buy from you with buy it now do I get a first chance to buy the next 3 sets to come out? Feb-19-09
A: YES! The next three issues will be the same price as these. Anyone who purchases these rolls will be given the opportunity to purchase the next 3 issues...more
I've been told I tolerate fools poorly...that may explain things if I have a problem with you. Current ebay items - Nothing at the moment

Maybe. I am trying to find out who makes the wrappers. No luck yet.
..............i'm waiting for CAC wrappers!
Those are NOT wrappers but either preprinted sleeves or wraps.
At the very minimum, someone could be contracting with a supplier for specially printed wrappers and the photo's presented are mock-ups but my initial reaction is add-on wraps which are applied after the coins are rolled.
Edited to add: Actually, quite a clever marketing promotion and I see nothing wrong with it at all.
Stupid US Mint!

The name is LEE!
<< <i>With the way the wrappers are made, you could EASILY do it yourself. No fancy software required. Just find some pictures on the internet and voila, custom wrappers. >>
That's what I was thinking. Anyone with a printer, computer, and a Clue could do this themselves. No contracting required.
<< <i>27.95 for a roll? has the price fallen that much already? >>
Isn't that a little steep for 50 cents worth of pennies? Even the US Mint wouldn't charge that much if they did offer rolls of them. The Monticello nickels sold for $8.95 for a two roll set.
Seems to me that you could do a lot better by getting some rolls from your local banker when they are released. After all, if they didn't come from the mint, it doesn't really matter what the wrapper looks like.
