As has been said before, when a coin is dipped, its surfaces change. The acid effects the coins flow lines on a microscopic level. The coin will not re-tone in the same fashion as an undipped coin (depending on the extent of the dipping). That is why coins that have been dipped and are re-toning, even in an album or envelope, will retone with different toning patterns/characteristics than an original piece. And sometimes with much more vivid/wild colors. I don't know if I would call the coin in the OP AT as in Artificially Toned, but I may call it AT as in Accelerated Toning....may be intentionally or may not be. One thing I can say is that I do not like the way the toning just flows in, around and over the dentils. This is usually a sign of an AT coin, but not always .... but usually. As for the coin being collectable....sure, collect what you like, but know what you are collecting.
Looks to be dipped and retoned in an album...I say NT.....not really a question in my mind about it and yes a cleaned coin will tone differently than an uncleaned so seeing bright colors isn't really a suprise.
