What is it with the grading on Moderns? (photos added)

I submitted three coins that looked flawless under 10x and 30x magnification.
1960 Proof Washington .25 - Hoping for a deep cameo came back Pr68 Cameo Photo now in!
2001 Buffalo Proof- a perfect coin comes back pr69
1994 SMS .05 returns ms68 no fs designation.
Subjectivity or bias?
The 60 proof to me should have been graded a 69. The scratches in the hair are actually in the slab. Only visible blemish under magnification is a small hairline at 7:00 halfway to the rim from Washington's nose.

<< <i>Please take my comments as constructive rather than critical. Some 1960 proof Washingtons have blisteringly white devices and perfect mirrors. They are money coins. The one you posted isn't. You'll have better luck submitting on that basis.

Sounds like you feel strong enough about it...why don't you crack it? I'm sure some will agree that it takes a couple of times to get it in the "right" holder.
