After reading more about it, it seems that the instant payments are determined by the seller's size, reputation, and history, and has nothing to do with the buyer.
I've used it four times so far ... no card purchases yet. All Christmas presents with a BIN between $20 and $300.00. None of them have been instant ... all state 60 days.

Problems..... I've used the cashback 3 times in the past so I thought I knew what I was doing. The last two days, whenever I link to the cashback (through this site or the microsoft site) the ebay sponsered site 30% (usual heading) comes up.... then when I click on it and it goes to ebay..... there is no microsoft heading or 30% off heading???? Any ideas?

Yes. It took a few days but finally showed up as pending.
Had three more 30% purchases this afternoon. 2 were INSTANT and one was the standard 60 day. The two INSTANT Cashbacks were IMMEDIATE PAYMENT REQUIRED. I don't recall if my previous INSTANTS were IPR, but perhaps that is a clue...
I'm telling you, it's completely random. I have a friend who bought (5) $500 Gift Cards, all of them were immediate payment required, he got 3 instant cashback, to 60-day wait. Craziness.

dont look now, but its down to 20%--i knew i shouldve bought those last two items i was on the fence about last night!!! at the rate its going, it'll be down to 5% (or completely gone) by morning; i thought i read somewhere on here a couple weeks ago that it was going to remain at 30% thru christmas???
They shouldn't get mad about people selling gift cards. Ebay was making on average $37 a pop in seller fees (on a $500 GC), Paypal was making on average $17 a pop in fees. They would be crazy if they got mad at that. If you look at it, ebay makes a profit, paypal makes a profit, the seller makes a profit, the buyer makes a profit. The only place that didn't make a profit was live.com, but they're getting all of the new traffic. Microsoft is basically paying for advertising for their search engine. Everyone wins.
I figured out how you can still get 25%! When you do the search on Live.com, you see the 20% cashback at www.ebay.com, but below that, you should see a 25% off at ebaystores.com. If you click THAT link, it takes you to ebay with the 25% cashback icon. Simply use the search bar at the top of that ebay page, and it will pull up the item you're looking for with the 25% cashback icon still in effect. Sweet!

i think live is starting to experiment with different percentages at the same time based upon different keywords...looking around (searching things like wii, canon af, etc) it ranges from 20-30%. But, it appears to lock in to the first one you click on when you're back at ebay..
It is at 8% right now. This is very sad!! Anyway, we should all be greatful for the bargains we did get.

Thanks for the heads up on the 25%...I was able to use it and was credited instantly.
Guess the thing to do is to keep checking until the % is good enough to justify the BIN price.
