Wow. Ngc grader was in a foul mood when grading those nice specimens. I agree that they are both under graded. the 1807 looks to be a solid VG and the 1818 is easily a 25. With the caveat that I am not missing something by looking at images of coins in slabs!
Boy that 07 looks like a VG10 to me and the other a VF25/30. You don't see many coins undergraded in NGC holders often but the Bust Halves are hard to grade since they have some strike issues esp in the 07/08 coins.

BTW- Both look undergraded to me (1807: G-6, 1818 VF-30), which is rare since most of the NGC CBH's I see are overgraded by a point.
The VF20 looks undergraded too.
Plastic may be hurting these coins.
