Yer misreading the Legacy set. It consists of 5 proof silver state kerters sold seppertly at $26, 5 clad prufes sole sepertly at $14 the prez bux proofs sold on their own at $15 and the hairless eagle proof at $44. It is not the bald eagle dollar and a proof set as you described it.
In this set you will find proof versions of all 14 circulating coins for 2008, including the final five quarters of the 50 State Quarters® Program (Oklahoma, New Mexico, Arizona, Alaska and Hawaii) and the four $1 coins from the second year of the Presidential $1 Coin Program (Monroe, Adams, Jackson and Van Buren).
